The mission of the Economic Development Department is to facilitate empowerment of residents and businesses, enhance quality of life and nurture growth in Doniphan County.
Economic Development strives to create new jobs and grow the tax base while promoting and developing new business opportunities within the county. This overlaps with Community Development for the County, which the department also assists and supports.

The Kansas Department of Commerce will continue to update their COVID-19 response page on their website with available resources and contact information as it is made available. They recognize the impact of COVID-19 on the individuals and businesses who call Kansas home. They are here to assist as we tackle this challenge together. The Kansas Department of Labor recognizes the impact of COVID-19 on employers and workers alike. Employers and employees should visit the Kansas Department of Labor website at www.dol.ks.gov/covid19response for up-to-date business specific resources and filing for unemployment during this time.
The Personal Protective Equipment Program for Kansas Businesses is a stopgap program which provides personal protective equipment (PPE) to businesses experiencing delays in purchased equipment. Read Governor Kelly's full press release on the program here.
The U.S. Small Business Administration (SBA) has COVID-19 small business guidance and loan resources:
- Paycheck Protection Program (PPP)
- The Paycheck Protection Program provides loans to help businesses keep their workforce employed during the Coronavirus (COVID-19) crisis.
- Economic Injury Disaster Loan (EIDL)
- The Economic Injury Disaster Loan provides economic relief to small businesses and nonprofit organizations that are currently experiencing temporary loss of revenue.

The IRS Employee Retention Tax Credit is a refundable tax credit against certain employment taxes equal to 50 percent of the qualified wages an eligible employer pays to employees after March 12, 2020, and before January 1, 2021. Eligible employers can get immediate access to the credit by reducing employment tax deposits they are otherwise required to make. Also, if the employer's employment tax deposits are not sufficient to cover the credit, the employer may get an advance payment from the IRS. USDA COVID-19 Federal Rural Resource Guide
The USDA and its Federal partners have programs that can be used to provide immediate and long-term assistance to rural communities affected by the COVID-19 outbreak. These programs can support recovery efforts for rural residents, businesses and communities through:
- technical, training, and management assistance
- financial assistance
- state and local assistance

USDA Coronavirus Food Assistance Program
Are you a farmer or rancher whose operation has been directly impacted by the coronavirus pandemic? The Coronavirus Food Assistance Program will provide direct relief to producers who faced price declines and additional marketing costs due to COVID-19.
USDA Business & Industry CARES Act Program (BICAP)
This program offers loan guarantees to rural businesses and agricultural producers that are not eligible for USDA Farm Service Agency loans. Below is a short description of the program and useful links.
- Processed through any bank
- Only eligible for businesses (any size) within a city or town under 50k in population, ag and non-ag businesses are eligible
- Can be used for salaries, operating expenses, Insurance, other loans, rents, leases, utilities, inventory, marketing, shipping, and taxes
- Cannot be used for land purchase or development, business acquisitions, purchase of machinery or equipment, or debt refinancing
- Max eligible amount determined on 12 times the monthly average operating cost for the business, maximum $25M
- Existing B&I Loan (before BICAP) will factor into maximum eligible amount, combined loans cannot exceed $25M
- Any SBA funding (PPP or EIDL) received will reduce the maximum eligible amount
- 10 years to repay, no payments due Year 1, principal can be deferred for Years 2 & 3
